IDEP Aceh Recovery Update #4
Thursday, December 30, 2004 3:42 PM
The following is an excerpt from one of our regular updates which were designed to enlist support and increase the coordination of relief efforts for the survivors of the Tsunami in Aceh & North Sumatra.

Hello everyone - field report for yesterday/today is
The goods that were purchased in Medan for shipment into Aceh were held up as we received reports from the ground of outbreaks of food riots and that some of the first trucks of aid from Medan to cross the border into Aceh were hijacked and food contents taken. Because of this there is hesitation on the part of truck drivers to enter into Aceh, however we hope this situation will improve quickly. There is a Red Cross boat and a fleet of Department of Forestry trucks leaving Medan today and we plan to have the goods on one of these two vehicles.

UPDATE: The truck that left Medan at 9pm last night has made it as far as Lohksimaua! It has gotten through safely, with two OIC (Orangutan Information Centre) volunteers on board, to administer aid upon arrival in Aceh.

The first shipment of donated goods from Bali by plane left last night. Thank you to everyone who contributed to this shipment from throughout Bali. These goods will spend the night in Jakarta and then will leave in the morning to Banda Aceh. We have made contact with a group of NGOs (Forum LSM Aceh, which includes WALHI) working together on the ground in Banda Aceh who will be notified when the shipment leaves Jakarta for Aceh and will then advise us on appropriate distribution. At the moment transportation and access is a huge issue. How these ground transport systems will work will be clarified over the next few hours/days. Forum LSM Aceh has a two story building in Banda Aceh that is being used as a headquarter. Storage of goods on the ground in Aceh airport is also an increasingly challenging issue. As well as our goods, there are much larger shipments going in and there is simply no where to store things safely and/or trucks/vehicles to deliver them to where they need to go.

Continental Airlines has opened its doors and pockets, and has set up a cargo receiving centre at Denpasar airport to consilidate process and dispatch aid by air to affected areas. This initiative join with other airlines with like relief efforts (i.e. Garuda, Federal Express)

We have established a working relationship with dive companies in Padang who are organizing fleets of ships to deliver shipments (and doctors that should be coming through soon from Surf Aid) into remote sealed off villages. The plan is to send the boats in with goods and take people out. There are 1,000 beds available in hospitals in Padang now. Plan is to set up a ferry that will use the upper level as a floating hospital/triage and lower levels for transporting aid. They also need specific types of zodiacs and various other equipment to be able to get into the shore as the coastlines are a mess.

If we can get any ships sent over from Bali and/or Singapore to join the fleet that would be good, if anyone has any any contacts/ideas for this please let us know.

We are also trying to immediately send in two people to help as soon as we can push them through on a flight. One of them is an engineering expert with experience in disaster zones (East Timor etc), he will be going in to teach techniques for water purification. and do as much repairs to generators and water pumps/establish pit latrines etc as possible on site. He will need a working laptop with modem that can use for email to take in does anyone have one to give???

Information for Volunteers
Volunteers are needed. Especially bilingual Indonesians and Volunteers of foreign nationality. There are already several foreigners on the ground and there has been a call for more people. Medical experts who know how to do triage/use first aid and are able to act as interpreters for foreign doctor being brought in to assist the PMI (Indonesian red cross) should send their CVs to: Ibu Rina via fax (021) 799 5188.

If you are thinking about volunteering in Aceh, be prepared for exceptional physical and emotional hardship. Peace core level trained people. CV to be faxed to Walhi Evang on (021)794 1673. We will work on getting information about how people can get over there from Bali, if anyone already has information about this please send it through so we can post to all.

Special position now open is for a communication manager for our team in Padang, emails, telephone work and organizing other peoples jobs. Must be highly skilled and experienced able to work well in high pressure environment. Please contact us if you are this person.

Direct assistance to people in need is being prepared in the form of ‘Care Buckets’
‘Care Buckets’ are plastic buckets with handles & lids. Each bucket is filled with a variety of urgently needed supplies (from list below). They are waterproof, pre-packed and durable, which means that the goods are likely to get into the hands of those in need more quickly and in good condition. The ‘Care Bucket’ also offers a much needed solution for individual family water containers with lids which will help reduce the spread of vector diseases.
  • Water purification tablets, bleach and other water purification tools, disinfectants (karbol, pinesol)
  • Oral Rehydration salts (Oralit), Soap, toothbrushes and toothpaste, talcum powder, sanitary napkins
