About Yayasan IDEP’s Community Based Crisis Response Program
The volunteer relief effort for the Bali Bombing tragedy made it very clear that communities can play a fundamental role in crisis management and recovery.

The greatest potential for saving lives occurs in the period immediately after a disaster occurs, and a well managed and prepared community can be a key factor in saving lives, and reducing suffering and loss of resources. In the case of socially sparked disasters or preventable natural disasters, communities may even be able to dispel the circumstances that cause crisis before it happens.

So in July 2003, with support from USAID, MPBI, CRS and BAKORNAS, Yayasan IDEP Foundation launched a program t help address these issues. It included extensive research, a series of needs assessments, and the development, piloting and distribution of a culturally appropriate Community Based Crisis Preparedness and Response Program. As part of this project, IDEP has also produced a detailed report of the Response and Recovery processes undertaken relating to the Bali Bombing Tragedy.

It is our hope that this program will dramatically enhance Indonesian communities’ capability to help themselves in the case of crisis, and reduce crisis potential due to lack of prevention and communication within & between communities.


About Yayasan IDEP’s Community Based Crisis Response Kit
Yayasan IDEP Foundation worked in conjunction with international and local researchers to ascertain world best practices in crisis response, and combined these with existing local procedures, filling in the gaps with a culturally appropriate facilitation techniques.

Based on this research, a kit was developed which includes a working manual covering the three phases of disaster management : mitigation, response, and recovery. Seven types of disaster were considered, namely: Flooding, Landslides, Volcanic Eruptions, Storms, Tsunamis, Social Unrest, and Terrorism.

The materials that have been developed comprised a kit which includes:

• A workbook which includes practical photocopyable tools (forms)
• 7 comic style story books (one for each disaster type) about communities in disaster
• Public awareness posters about community based disaster management
• A public information brochure about the kits


What has already been achieved with this program to date
Research

Internet resources and Indonesian disaster management publications were used to look for world best and local practice in the three stages of disaster management - Mitigation, Response and Recovery. The information gathered was analyzed and those elements considered useful at community level were compiled. Then the Yayasan IDEP media team studied the research results in preparation for developing a culturally appropriate kit that would be practical for application in Indonesian villages.

Draft Kit Development

The results of the research phase were applied to development of storyboards for comics, each relating to a specific type of disaster covered by the program. The comics were designed to increase community awareness about disasters and empower individuals within a community to be involved in all the different stages of disaster management. Color posters and information brochures about the kits were also developed as well as work manuals which covered mitigation, response and recovery stages of disaster management.

Initial Piloting Phase

Five villages on Bali were selected to test, and give inputs to the draft kits. To ensure that their review was as practical as possible, the villages were chosen based on their previous experience with a particular type of disaster. Each village provided an evaluation of the kit material based on a detailed questionnaires provided. The evaluation responses were summarized and all recommendations from participants were itemized for review.

Kit Review and Amendment

The kit was then amended based on the pilot participants’ inputs. These amended kits were reviewed by the Catholic Relief Services (CRS), their Indonesian NGO partners, as well as representatives of SATLAK and PMI, a sociology specialist, and a local media presentation specialist. Next, the kit was presented to Masyarakat Penanggulangan Bencana Indonesia (MPBI) an association of Indonesian Disaster Management Specialists, for further inputs. Additional reviews were undertaken.


What is happening now with this program
The kit is currently being reviewed by BAKORNAS (the Indonesian Government’s central agency for disaster management), which is considering distributing the final kits through their representative SATKORLAK offices Indonesia-wide.

Meanwhile Yayasan IDEP Foundation is preparing for the next stage of piloting, which will take place in several disaster prone or disaster struck areas Indonesia- wide. This final stage of piloting will be fully documented and a training of trainers module and / or video developed to assist in socializing the kits country wide.

A presentation will be given to potential donors and distributors to ask their support for the production and distribution of the kits throughout the country.

An internet based version of the kit will also be launched on this website so that people with internet access can download free of charge all of the components of the community based disaster management kit.
