The December 26, 2004 earthquake and tsunami has left widespread destruction, tragedy, and despair across a large part of Southeast Asia. No where is the situation more tragic than in Indonesia, in Nangroe Darusallam Aceh on the island of Sumatra. Despite the general notion that the emergency phase is over there still remain pockets of survivors who have had little or no help since December 26th. However, the aid efforts are now making a transition from disaster relief to recovery.

We have been actively providing support to the survivors in Aceh since December 28th. Since mid-February the IDEP board, staff, and volunteers have also been reviewing and assessing the relief projects to date in order to determine a strategy and develop a program plan for IDEP’s recovery phase. Through an evaluation and assessment of these various efforts, and in analyzing reports and data from various sources, IDEP has developed four projects that will move forward as the focus of IDEP’s Aceh Aid Recovery Program. Three of these projects will take place in Aceh, and a fourth will benefit both Aceh and communities throughout Indonesia in the years ahead.

The task ahead in Aceh is enormous, many individuals who have returned from assisting there use terms like “unfathomable” or “unbelievable” and “sometimes feels hopeless.” No one effort via government agency, NGO or community group can begin to help the people of Aceh rebuild their lives, communities, and overcome the trauma of this disaster. It will take long-term efforts both massive in scale and small in focus. IDEP is a small Indonesian NGO that is launching its effort to help in an “idep” way.

Although IDEP is an acronym for Indonesian Development of Education and Permaculture, “idep” is also a refined Balinese word that means “the ability to think and act on a higher conscious level.” The recovery projects briefly outlined in this plan reflect both the acronym and the word : IDEP.

Programs

Samatiga
Community Based Rocovery, Infrastructure Rebuilding and Rehabilitation in one of Aceh’s hardest hit areas.

The sub-district of Samatiga, north of Meulaboh, was devastated by the
tsunami. Since mid-January, volunteers have created a base camp in the
village of Cot Seulamat.

Volunteers have been digging pit latrines, assessing and clearing wells,
liaising with large agencies for the delivery of food and water, informal
counseling, training in simple construction techniques, and building a simple
clinic and counseling center.

Lhoong
Training and Demonstration Center for the Reconstruction of Substainable
Villages in Aceh.

At IDEP’s heart is permaculture - permanent agriculture techniques that assist people to generate food security while practising sound environmental
principals and livelihood skills. An opportunity exists in Aceh to help survivors settle in or near their original villages utilizing these practices.

The Center will be a living classroom for trainees within the tsunami-zone; a place where people in the area can obtain practical training in a live-in model village. Trainees, half of whom will be women, will be selected in cooperation with community leaders from Acehenese villages, NGOs and other agencies.

Safer Future
Local Capacity Building using the Community Based Disaster Management (CBDM) Curriculum developed by IDEP.

Disseminating practical infrmation at the community level is an effective tool for saving lives in the event of a natural disaster. For example, many coastal residents in Aceh were unaware that a tidal wave was eminent when the sea receded from the shore. Many lives could have been saved if this simple
information had been available. Communities that are educated about crisis response suffer fewer casualties and recover more quickly.

After the Bali bombing, Yayasan IDEP was asked to develop a comprehensive Community Based Disaster Management (CBDM) kit for use in villages throughout Indonesia. The kit design and development work has involved pilot testing with five rural and urban communities. It has been reviewed and approved by specialist advisors from SATLAK PB (Indonesian Government Disaster Agency), PMI (the Indonesian Red Cross), Sociologists and selected NGOs involved in practical crisis support.

Yayasan IDEP is now ready for production and dissemination of the CBDM kits. Distribution will start in disaster prone or disaster struck areas throughout Indonesia as per support that is available for production. The kits will also be published on the Internet for free downloading.
