Indonesia is prone to earthquakes, floods, landslides, tidal waves and volcanic eruptions, all of which can be deadly for adjacent communities. Disseminating practical information at the community level is an effective tool for saving lives in the event of a natural disaster. For example, many coastal residents in Aceh were unaware that a tidal wave was eminent when the sea receded from the shore. Many lives could have been saved if this simple information had been available.
The tsunami and subsequent devastation in Aceh and Sumatra Utara on December 26, 2004 has focused national and international attention on the lack of early warning and appropriate immediate response mechanisms in the face of natural disasters. Communities that are educated about crisis response suffer fewer casualties and recover more quickly.
Overseas experience has shown that every dollar spent on disaster mitigation helps to save three dollars in later disaster response and recovery. Indonesian experience shows a bigger ratio of around 7 to 1. Overseas experience has also shown that it takes a community between four to twenty years to recover from a major disaster, depending largely on its level of preparedness

| The Center will be a place where people from tsunami-affected areas can obtain practical training in a live-in model village. The Centre will provide a living classroom for trainees, with the tsunami zone, the nearby village and IDP camp serving as hands-on training areas. Trainees, half of whom will be women, will be selected in cooperation with community leaders from Acehenese villages and from NGOs and other agencies. |

After the Bali bombing, Yayasan IDEP was asked to develop a comprehensive community-based Crisis Response (CBCR) kit for use in villages throughout Indonesia. The Kit cover detailed planning and action steps for disaster mitigation, disaster response, and disaster recovery. It is presented in simple language appropriate for grass roots communities Indonesia-wide, and the disaster management steps outlined in the kit are practical and achievable.
The kit design and development work has involved pilot testing with five rural and urban communities. It has been reviewed and approved by specialist advisors from SATLAK PB (Indonesian Government Disaster Agency), PMI (the Indonesian Red Cross), Sociologists and selected NGOs involved in practical crisis support. The pilot villages and advisors have all enthusiastically endorsed this work and wish to see the finished product implemented in their communities and work places. All of this work was funded and monitored by USAID/ Indonesia’s Office of Conflict Prevention and Response.
This kit will help prevent injuries and save lives. It will help avoid poverty caused by loss of community and personal assets generated from disasters, and will help generate peace within and between communities.

Participants will be trained on two levels
The Village Development Course is a two-week intensive workshop, while the GreenHand Course trains trainers over three months. GreenHands graduates will deliver training courses around Aceh including in Samatiga. Each participant will receive a detailed manual which s/he will continue to refine and share best practices with others. The Centre will also bring in rotating specialist who will train participants in small enterprise and livelihood skills development including:
• Essential oil production
• Soap making
• Alternative Energy & Biodeisel
• Blacksmith training
• Construction and carpentry
• Bamboo cultivation and use
• Neem cultivation & by-products
• Bee-keeping
• Sewing and embroidery
• Cold pressed coconut oil
• Organic produce
The project will be designed and managed by an Australian Permaculture specialist who has already established similar, successful projects in Australia and Timor Leste.
It is anticipated that at least 1,300 students will pass through the Centre in three years, generating a core of competency at the community level.

IDEP Foundation
IDEP and its partner organizations in Aceh are currently running several relief and reconstruction projects. These include a midwifery clinic, community rebuilding and sanitation and a model for sustainable development and environmentally friendly reconstruction, which will serve as a training facility for people from throughout Aceh. IDEP is also working in conjunction with AsiaWorks and Yayasan Andaru Selaras to deliver urgently needed aid by boat to the west coast of Aceh through the vessel Endless Sun.
MASYARAKAT PENANGGULANGAN BENCANA INDONESIA (MPBI)
The Indonesian Society for Disaster Management
MPBI is an association of top level disaster management specialists in Indonesia. The society is developing national scale disaster mitigation practices and policies through education, research and experience in the field. It conducts regular workshops and government advocacy and increases communication and cooperation among disaster related institutions and organizations in Indonesia and abroad.

| Initial distribution will run in the Samatiga Subdistrict of Aceh and other key areas in Indonesia over the next year. As support is received kits will be published and distributed to communities throughout Indonesia. |

| Project Costs |

| We are seeking financial support to print and deliver these kits to areas where they are needed, through projects Indonesia wide. The needs of individual villages will vary, but a typical kit would include one box of manual and forms, two sets of two posters, 500 community leaflets and 500 comics of the topic most relevant to the community. |

| The cost to produce and deliver such a kit will be about Rp 1,250,000 (US$ 134) / village. |
 |
Minimum production is 1,000 kits = Rp. 1,250,000,000 (US$ 134,409). for 1,000 villages.
Additional funding of Rp. 1,400, 000,000 (US$ 150,000) is also needed for public awareness, consultation and piloting the kits in three key disaster prone areas of Indonesia. |
