IDEP Aceh Recovery Programs
Samatiga - Community Based Recovery, Infrastructure Rebuilding
and Rehabilitation in one of Aceh’s hardest hit areas.

The subdistrict of Samatiga, north of Meulaboh, was devastated by the tsunami.
Starting in mid-January and continuing to the present, teams of volunteers from Aceh Aid at IDEP and later IDEP’S Aceh Aid and Recovery program have created a base camp in the village of Cot Seulamat in Samatiga.
From there, volunteers have been digging pit latrines, assessing and clearing wells, liaising with large agencies for the delivery of food and water, conducting informal counseling, training in simple construction techniques and building a simple clinic and counseling centre.

This project builds on the infrastructure and relationships created during this initial project period to generate a community-based, integrated approach to tsunami recovery.


1. Provision of Health Services & Health Training

In conjunction with Yayasan Bumi Sehat IDEP/AAAI established a modest clinic and counseling centre at Cot Seulamat, Samatiga. AT the clinic foreign and Indonesian medical support volunteers are now providing the primary medical and Informal stress counseling in the area. These volunteers see an average of 70 patients a day.

This program will provide:

• Ongoing health & midwifery support for the communities around Cot
Seulamat

• Expanded services to other areas through the creation of a mobile clinic unit

• Empowerment of local midwives and women to better serve their own
communities

 

2. Aid Distribution for the subdistrict of Samatiga

Beginning early in January, the Samatiga program has developed experience in liaising with international aid agencies and donors to facilitate delivery of appropriate aid and technology to the subdistrict. This program will continue to:

• Identify local initiatives and needs that would benefit from supplies from international aid agencies and donors.

• Monitor distribution and use of these supplies

• Current Items needed include: construction materials, small industry tools, medicine, documentation tools, school supplies, communications & transportation needs etc.

 

3. Sustainable Livelihoods Technology

IDEP is a depository for appropriate technologies that exist at the village level in Indonesia or which have been researched and developed elsewhere. It has given and participated in numerous workshops related to community based enterprises and development. This program will identify areas of Samatiga suitable for technology transfer. Selected trainers will be sent to Samatiga for 2-3 weeks, working with members of the local community wishing to acquire these skills.

IDEP will offer trainings both directly in Samatiga and at the KRUENG KOLOR Training and Demonstration Center for Reconstruction of Sustainable Villages in:

• Seaweed farming and other small scale industries

• Rice field irrigation (Balinese subak technique)

• Simple civil engineering and appropriate technology

• Bamboo treatment & construction

• Food security through Permaculture training

4. Community Disaster Management Training

Following the Bali bombing. IDEP received a grant from USaid to develop a comprehensive community disaster mitigation and management kit. IDEP is currently working with other organizations to disseminate this kit to communities throughout Indonesia. The kit includes detailed information on community-based crisis preparation and prevention, response and recovery. The kit’s components are; 8 comics on different types of disasters including landslides, floods and tsunami, a comprehensive workbook, community awareness posters and an informational brochure.

This program will offer the communities of Samatiga the opportunity to participate in trainings which will strengthen their resilience and preparedness for disasters while increasing their ability to actively participate in their area’s recovery.

IDEP Foundation
IDEP and its partner organizations in Aceh are currently running several relief and reconstruction projects. These include a midwifery clinic, community rebuilding and sanitation and a model for sustainable development and environmentally friendly reconstruction, which will serve as a training facility for people from throughout Aceh. IDEP is also working in conjunction with AsiaWorks and Yayasan Andaru Selaras to deliver urgently needed aid by boat to the west coast of Aceh through the vessel Endless Sun.

WALHI- Friends of the Earth Indonesia
Wahana Lingkungan Hidup Indonesia (WALHI) is the biggest forum of NGOs, community organizations and nature lovers groups in Indonesia. WALHI is working to develop movements for social transformation and the establishment of sustainable livelihoods.

Bumi Sehat Foundation
Yayasan Bumi Sehat was formed in 1994 in Ubud, Bali. Led by Robin Lim, this foundation built a clinic in Nyuh Kuning, Ubud, Bali. Yayasan Bumi Sehat is sending dedicated volunteers to help women and children in Aceh. The group focuses on health education, safe birthing, medical needs and immediate survival relief for women and children.

Project Duration
The project will run for an estimated duration of 2 -years. After each program cycle, the project will be assessed and refined to insure that it is in keeping with local community recovery needs.
Project Costs
The costs for this program include leasing and renovations of another more permanent building for the rapidly expanding clinic - US$15,000, establishment of the mobile health service - US$35,000, ongoing medical supplies & clinic running costs US$2,500/m training and capacity building of local community health workers US$1,500/m. Livelihoods programs training workshops US$1,500/m and provision of appropriate technology tools
